How to edit web page verbiage?

Aloha!

I am trying to edit some of the verbiage on one of our webpages and when I go to the edit icon in website>my webpages..... I'm getting a screen that displays "You do not have access to view this screen, ask Steve Frailey to add this WebTool to your account. {DMK219}333[1]"

What WebTool needs to be added?

We have updated your permissions. Please logout and back in and try again.
