Is it possible to create a small pop-up lead page similar to the one used on this website?

Yes, this is possible and has been accomplished in the past by other AllProWebTools users.
You would want to speak with your web developer about creating a "lightbox" or "modal" to contain the AllProWebTools signup form.
This would be accomplished by placing the AllProWebTools signup form on a blank AllProWebTools webpage, then calling that webpage inside the lightbox.
AllProWebTools already has a lightbox included which can be read about here: viewtopic.php?f=1&t=4214
There are several different lightbox modules written in either javascript of jQuery that your web developer can choose from online. They all have their own strengths and weaknesses and features. Your web developer can advise you on the one to suit your needs.
The javascript or jQuery module chosen can be uploaded into your AllProWebTools filemanager and called from the HTML header or footer templates in AllProWebTools. These templates can be accessed from the main menu by clicking on "Settings" -> "Administrator" and they will be listed on the left-hand side.
