Flat Base shipping options not showing

For manually-entered wholesale orders, flat-based shipping options are not showing today. Only actual.

It appears that your "Delivery" shipping product is configured under "Advanced Settings" to only apply to orders that are over 5 pounds. If you would like to us the Delivery option for orders under 5 pounds, you can adjust this setting under "Store" -> "Shipping Options". Then click on the "Delivery" shipping option, then click the button that says "Advanced Settings"

This is correct as far as "Delivery" is concerned. Look at UPS Ground for instance. Under Wholesale, it is set to a Flat-Based cost of $0. But it is not showing up as an option for manually-entered wholesale orders. When I set it to Actual Cost, it showed up. We charge wholesale customers drop-ship fees, so we don't want them to see the actual shipping costs that are normally shown. So we set UPS Ground to a flat rate of $0, and then add drop-ship fees as an inventory item. It only stopped showing up as an option today.
