download contacts without redacted contacts

How do we download our contacts without all the "redacted" contacts. Each Page takes a very long time to download and when it does it has 5000 contacts and most pages have anywhere from hundreds to a couple thousand of the 5000 as "redacted.... on how do we download our contacts without the redacted contacts?
